Board of Water and Natural Resources
The Board of Water and Natural Resources is a seven member board appointed by the Governor for four year terms [SDCL 1-40-5]. The board also serves as the South Dakota Conservancy District. The board has the authority and responsibility to:
1. Establish and implement a State Water Plan. [SDCL 46A-2-2]
2. Establish policies for water resources management. [SDCL 46A-1-7]
3. Rule making authority and ability to award funds from the Consolidated Water Facilities Construction Program [SDCL 46A-1-63], Solid Waste Management Program [SDCL 46A-1-83], Clean Water State Revolving Fund Program [SDCL 46A-1-60.1], and Drinking Water State Revolving Fund Program [SDCL 46A-1-60.1].
4. Issue bonds - Continuous authority for State Revolving Fund programs and discretionary authority of $8 million under [SDCL 46A-1-31]
5. Oversee various activities of Water Project Districts, Water User Districts, Irrigation Districts, Water Development Districts.
6. Make recommendations to Governor and Legislature for placement of projects on the State Water Resources Management System (SWRMS), recommendations for state construction authorizations including cost sharing commitment for SWRMS projects, and recommendations for annual special appropriations through the Omnibus Bill.
