PIERRE, S.D. – Gov. Dennis Daugaard announced today that the state Board of Water and Natural Resources has approved nearly $21 million in grants and loans for drinking water, wastewater, storm water, drainage, landfill, and recycling projects. The board met Thursday in Pierre.
The $20,668,880 total includes $1.3 million in grants and $19.3 million in loans, with nearly $1.6 million of the loan total in principal forgiveness.
“Making grant and loan funds available for these projects will result in better drinking water, improved wastewater treatment, and enhanced protection of the environment,” the Governor said.
The grants and loans awarded by the board are administered through the South Dakota Department of Environment and Natural Resources (DENR).
Grants were awarded to the following:
- McCook Conservation District: $83,000 grant for Vermillion River Basin watershed restoration project
- Milbank: $49,630 grant for restricted-use facility improvements
- Vans Brothers Dray and Recycling: $28,750 grant for recycling expansion
- Watertown: $155,500 grant for recycling containers and collection vehicle purchase
Loans were awarded to the following:
- Eureka: $1,494,000 loan for wastewater and storm sewer improvements
- Faulkton: $902,000 loan for wastewater improvements
- Rapid Valley Sanitary District: $500,000 loan for water storage tank
- Sioux Falls: $12,464,000 loan for Big Sioux River south interceptor replacement
A loan with principal forgiveness was awarded to the following:
- Dupree: $163,500 loan for water distribution system improvements, with $100,000 in principal forgiveness
Grant and loan packages were awarded to the following:
- Brookings: $510,500 total that includes a $255,000 loan and a $100,000 grant for Eleventh Street sanitary sewer and a $155,500 grant for recycling containers and collection vehicle purchase
- Eagle Butte: $3,572,000 total includes a $1,735,000 package for wastewater improvements that includes a $173,500 grant and $1,561,500 loan; a $593,000 loan for an automated meter reading system, with $474,400 in principal forgiveness; and a $1,244,000 loan for water distribution system improvements, with $995,200 in principal forgiveness
- Waubay: $746,000 package for lift-station improvements that includes a $596,800 grant and a $149,200 loan
The grants, loans, and principal forgiveness were awarded from DENR’s Consolidated Water Facilities Construction Program, Drinking Water State Revolving Fund Program, Clean Water State Revolving Fund Program, and Solid Waste Management Program.
The Consolidated Water Facilities Construction Program provides grants and loans for water, wastewater, and watershed projects statewide. The Drinking Water State Revolving Fund Program provides low-interest loans for public drinking water system projects. The Clean Water State Revolving Fund Program provides low-interest loans for wastewater and storm water projects, and non-point source pollution abatement projects. The Solid Waste Management Program provides grants and loans for solid waste disposal, recycling, and waste tire projects.
The grant and loan funds come from dedicated water funding that is deposited in the state Water and Environment Fund.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved an $83,000 grant from the Consolidated Water Facilities Construction Program to the McCook Conservation District for a Vermillion River Basin watershed project.
The funds are for the second segment of a multi-year effort to implement best-management practices in the watershed that will restore the Vermillion River’s water quality to meet designated uses. The board earlier awarded a $65,000 grant for the project in March 2011.
“These additional funds will enable the McCook Conservation District to provide cost-share to construct two animal-waste management systems for livestock feeding operations in the watershed,” the Governor said.
The project seeks to improve the Vermillion River’s water quality and meet beneficial uses by targeting and reducing sources of fecal coliform bacteria and suspended solids within the watershed.
The estimated cost of the project is nearly $1.1 million.
The Consolidated Water Facilities Construction Program provides grants and loans for water, wastewater, and watershed projects statewide. The Legislature appropriates Water and Environment Funds annually to the Consolidated program through the Governor’s Omnibus Water Funding Bill.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $49,630 grant from the Solid Waste Management Program to Milbank for a restricted-use (rubble) improvement project.
“These funds will enable Milbank to improve weighing capabilities at the city’s restricted-use disposal site,” the Governor said. “This will allow the city to charge more accurate disposal fees.”
The project involves purchasing a truck scale for use at the Milbank’s restricted-use site. The scale will be about 12-feet wide by 80-feet long. It will more accurately weigh concrete rubble received at the site to ensure the city charges users accordingly for concrete disposal fees.
The estimated cost of the scale is $99,260.
The Solid Waste Management Program provides grants and loans for solid waste disposal, recycling, and waste tire projects.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $28,750 grant from the Solid Waste Management Program to Van Brothers Dray and Recycling in Corsica for an expansion project.
“These funds will enable Van Brothers Dray and Recycling to improve its recycling operation and expand to serve residents in five nearby communities,” the Governor said.
Van Brothers Dray and Recycling is a solid-waste and recycling firm. The company plans to upgrade its processing capabilities to recycle more cardboard, paper, and plastic; expand drop-off recycling to the communities of Delmont, Platte, Stickney, Armour, and Parkston; and purchase an additional baler. A recycling trailer will be placed in the communities and rotated weekly.
The new baler will allow the company to start baling plastic and continue baling cardboard for sale to recyclables’ markets.
The estimated cost of the expansion project is $57,475.
The Solid Waste Management Program provides grants and loans for solid waste disposal, recycling, and waste tire projects.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $155,500 grant from the Solid Waste Management Program to beef up recycling efforts in Watertown.
“These funds will enable Watertown to implement a single-stream curbside recycling program, which will improve recycling participation by residents and reduce the city’s operating cost for collection of recyclables,” the Governor said.
The project involves purchasing 8,790 curbside recycling containers for homeowners and an automated side-dump recycling collection vehicle. The recycling containers will increase the participation and volume received by the city’s recycling program. The new truck will make it easier to pick up recyclable waste.
The estimated cost of the project is $708,080.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a nearly $1.5 million low-interest loan to Eureka from the Clean Water State Revolving Fund for wastewater improvements.
“This loan will help Eureka replace sanitary sewer lines in conjunction with a scheduled highway project,” the Governor said. “It makes good economic sense and will improve service for the community’s residents.”
The project involves replacing wastewater collection lines and removing the storm sewer connections from the sanitary sewer along Highway 10. It will be coordinated with a state Department of Transportation resurfacing project. The project will also include lift-station rehabilitation and miscellaneous improvements at the wastewater treatment facility.
The total estimated cost of the project is nearly $2 million. The loan terms are 3.25 percent interest for 30 years.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $902,000 low-interest loan to Faulkton from the Clean Water State Revolving Fund for wastewater upgrades.
“This loan will help Faulkton make necessary improvements to its wastewater system to ensure better service to the city’s residents,” the Governor said.
The project involves removing storm sewer connections from the sanitary sewer, construction of about 1,500 feet of 15-inch storm sewer pipe, and removing accumulated sludge in the primary treatment pond.
The loan will cover the estimated cost of the project. The loan terms are 3.25 percent interest for 30 years.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $500,000 low-interest loan to the Rapid Valley Sanitary District from the Drinking Water State Revolving Fund to replace a water storage tank.
“These funds will help Rapid Valley Sanitary District install a new water storage tank to ensure reliable drinking water service to the district’s current and future customers,” the Governor said.
The project involves replacing an aging water storage tank with a new 256,000-gallon tank. The existing water tank is undersized and has problems with corrosion, deterioration, and the foundation settling.
Rapid Valley Sanitary District provides water service to 9,000 people on the eastern edge of Rapid City.
The loan will cover the estimated cost of the project. The loan terms are 3 percent interest for 20 years.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $12,464,000 low-interest loan to Sioux Falls from the Clean Water State Revolving Fund for a sanitary sewer project.
“These funds will help Sioux Falls continue making much-needed upgrades to the city’s sanitary sewer system by providing larger and improved piping that will prevent leaks into the Big Sioux River,” the Governor said.
The Sioux River south interceptor is a sanitary sewer line located along the Big Sioux River from the Tuthill Lift Station to the Prairie View Drainage Channel, between 57th and 49th Streets. A 2010 Sewer Assessment Study determined that the sewer line has extensive structural damage from pipe corrosion.
The project involves replacing about 8,600 feet of 36- and 42-inch sanitary sewer pipe with 54-inch pipe between Yankton Trail Park and the Prairie View Drainage Channel, installing manholes, and installing sanitary sewer river crossings.
This is the second stage of a three-phase project. Sanitary sewer pipe lining will also be installed at various locations throughout the city where there are structural defects or excessive corrosion in cast iron pipe.
The loan approved Thursday will cover the estimated cost of the project. Loan terms are 2.25 percent interest for 10 years.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $163,500 low-interest loan from the Drinking Water State Revolving Fund for Dupree to make drinking water distribution system improvements.
The loan amount includes $100,000 in principal forgiveness, which reduces the repayment amount to $63,500.
“These funds will help Dupree make necessary water-system improvements to ensure reliable drinking water for community residents,” the Governor said.
The project involves replacing about eight blocks of cast iron and asbestos-cement water mains with PVC pipe.
The estimated cost of the project is $390,000. Loan terms are 2.25 percent interest for 30 years.

One of the program requirements is that some of the funds be provided as a subsidy. Principal forgiveness is a subsidy option that results in a reduced loan repayment amount for the borrower.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $510,500 funding package for Brookings to purchase recycling equipment and make sanitary sewer system improvements.
The total includes a $255,000 low-interest loan from the Clean Water State Revolving Fund, a $100,000 grant from the Consolidated Water Facilities Construction Program, and a $155,500 grant from the Solid Waste Management Program.
“This funding package will help Brookings make necessary sanitary sewer improvements and expand the city’s recycling program,” the Governor said.
The sanitary sewer project involves replacing aging and undersized sanitary sewer under Eleventh Street with 2,152 feet of 15-inch PVC pipe and 580 feet of 10-inch PVC pipe. That will also allow the city to replace a temporary lift station at the SDSU Innovation Campus with a gravity sanitary sewer. A bypass structure will also be constructed to divert water to a nearby lift station, if needed.
The city proposes purchasing 3,200 curbside recycling containers and an automated side-dump recycling collection vehicle. The recycling containers will allow the city to move to single-stream recycling in an effort to increase the participation rate and volume received by the city’s recycling program. With the new containers and the anticipated increase in volume, the new truck will provide increased efficiency in picking up recyclables.
The estimated cost of the recycling containers is $464,000. The estimated cost for the sanitary sewer replacement project is $517,600. The loan terms are 3 percent interest for 20 years.

The $3,572,000 funding package includes $1,735,000 for wastewater improvements, with $173,500 of that amount as a grant and $1,561,500 as a loan; a $593,000 loan for an automated meter reading system, with $474,400 in principal forgiveness; and a $1,244,000 loan for drinking water distribution system improvements, with $995,200 in principal forgiveness.
The financial package includes funds from the Drinking Water State Revolving Fund, Clean Water State Revolving Fund, and Consolidated Water Facilities Construction Program.
“This funding will make the drinking water and wastewater systems in Eagle Butte more reliable and efficient,” the Governor said.
The wastewater project involves replacing a 10-inch gravity sewer main with an 8-inch force main and constructing a new lift station to connect businesses currently not served by the city. City officials also plan to dredge a wastewater treatment pond, install aerators, and upgrade piping between treatment lagoons.
The city will also replace about 1,200 water meters with automatic-read equipment.
The drinking water distribution improvements involve constructing 7,050 feet of 6-inch PVC pipe to extend service to a portion of the community that has limited access to the water system. City officials will also replace 2,080 feet of aging asbestos-cement water main with 8-inch PVC pipe in downtown Eagle Butte.
The funding package will cover the estimated cost of the projects. Loan terms are zero percent for 10 years for the meter replacement project, zero percent for 30 years for the drinking water distribution system project, and 3 percent for 20 years for the wastewater project.

The financial package includes a $596,800 grant from the Consolidated Water Facilities Construction Program and a $149,200 loan from the Clean Water State Revolving Fund.
“These funds will help Waubay make much-needed improvements to those portions of the city’s wastewater system affected by flooding,” the Governor said.
The project involves improvements to lift stations along the south side of Blue Dog Lake. City officials will also construct a force main and use cured-in-place pipe lining on portions of the wastewater collection system.
The funds will cover the estimated cost of the project. Loan terms are 3.25 percent interest for 30 years.
