PIERRE, S.D. – Gov. Dennis Daugaard announced today that the state Board of Water and Natural Resources has approved $43.4 million in grants and loans for drinking water, wastewater, storm water, watershed improvement, landfill, and recycling projects. The board met Thursday and Friday in Pierre.

 

The $43,444,554 total includes more than $10 million in grants and $33.4 million in loans, with more than $1.8 million of the loan total in principal forgiveness.

 

“Making grant and loan funds available for these projects will result in better drinking water, improved wastewater, and enhanced protection of the environment,” the Governor said.

 

The grants and loans awarded by the board are administered through the South Dakota Department of Environment and Natural Resources (DENR).

 

Grants were awarded to the following:

  • Brown County:  $342,000 for landfill dozer purchase
  • James River Water Development District:  $75,000 for Lower James River Watershed implementation
  • Langford:  $400,000 for wastewater improvements
  • Leola:  $385,000 for wastewater improvements
  • Mansfield Water Users Association:  $125,000 for individual service from WEB
  • Randall RC&D:  $275,000 for the Lewis & Clark Watershed restoration project
  • South Dakota Department of Environment and Natural Resources:  $500,000 for statewide tire and solid-waste cleanups
  • South Eastern Council of Governments:  $300,000 for regional solid-waste and recycling revolving loan fund
  • Southern Black Hills Water System:  $4 million for construction of a regional water supply system
  • Watertown:  $200,000 for a phosphorus removal facility

 

Loans were awarded to the following:

  • Alpena:  $1,465,000 loan for wastewater treatment facility upgrade and expansion
  • Baltic:  Two loans totaling $1,221,700, which includes a $457,000 loan for replacement of water lines and a $764,700 loan for replacement of sewer lines
  • Brookings:  Two loans totaling $3,771,795, which includes a $549,476 loan for Nelson 5th Addition detention pond and a $3,222,319 loan for Camelot Square drainage improvements
  • Centerville:  Two loans totaling $552,156, which includes a $116,685 loan for water meter replacement and a $435,471 loan for sanitary sewer lining
  • Crooks:  $425,000 loan for Palmira Park storm-water management
  • Madison:  $3,464,360 loan for water treatment plant improvements
  • Philip:  Two loans totaling $1,823,300, which includes a $750,000 loan for wastewater collection system improvements and a $1,073,300 loan for storm water improvements

Loans with principal forgiveness were awarded to the following:

  • Beresford:  Two loans totaling $1,705,830; one loan of $916,040 is for water main replacement and new main to connect to the Lewis & Clark Regional Water System and includes $458,020 in principal forgiveness; and one loan of $789,790 is for sanitary sewer line replacement
  • Colman:  Three loans totaling $2,195,256; one loan of $1,574,248 is for sewer line replacement and includes $356,500 in principal forgiveness; one loan of $182,000 is for water meter replacement; and one loan of $439,008 is for water main replacement
  • Fort Pierre:  $266,000 loan for wastewater treatment facility improvements, with $50,000 of that in principal forgiveness
  • Lennox:  $712,431 loan for water main and meter replacement, with $400,000 of that in principal forgiveness
  • Newell:  $266,250 loan for water meter replacement, with $166,250 of that in principal forgiveness

The grants, loans, and principal forgiveness were awarded from DENR’s Consolidated Water Facilities Construction Program, Drinking Water State Revolving Fund Program, Clean Water State Revolving Fund Program, Solid Waste Management Program, and State Water Resources Management System.

 

The Consolidated Water Facilities Construction Program provides grants and loans for water, wastewater, and watershed projects statewide. The Drinking Water State Revolving Fund Program provides low-interest loans for public drinking water system projects. The Clean Water State Revolving Fund Program provides low-interest loans for wastewater and storm water projects. The Solid Waste Management Program provides grants and loans for solid waste disposal, recycling, and waste tire projects. The State Water Resources Management System provides grants and loans for large water projects that have been authorized by the Legislature.

 

The grant and loan funds come from dedicated water funding that is deposited in the state Water and Environment Fund. The Legislature appropriates Water and Environment Funds annually to individual State Water Resources Management System projects through the annual Governor’s Omnibus Water Funding Bill.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $342,000 grant for the Brown County Landfill.

 

“These funds from the Solid Waste Management Program will help the Brown County Landfill purchase a new dozer,” the Governor said. “The landfill’s current dozer is aging and near the end of its useful life.”

 

The Brown County Regional Landfill and Recycling Center serves more than 40,000 residents in four counties. The landfill currently uses a 1995 dozer that has more than 13,500 hours of operation.

 

The estimated cost for a new dozer is $855,000.

 

The Solid Waste Management Program provides grants and loans for solid waste disposal, recycling, and waste tire projects statewide. Revenues come from dedicated state solid waste fees that are deposited in the state Water and Environment Fund. The Legislature appropriates Water and Environment Funds annually to the Solid Waste Management Program through the Governor’s Omnibus Water Funding Bill.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $400,000 grant to Langford from the Consolidated Water Facilities Construction Program for wastewater improvements.

 

“We are pleased to be able to make this financial assistance available,” Gov. Daugaard said. “These funds will help Langford make necessary upgrades to its wastewater collection system.”

 

The project involves replacing sanitary sewer lines that are most in need of replacement, helping reduce groundwater from entering the collection system.

 

The estimated cost of the project is more than $1.3 million.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $385,000 Water Quality grant to Leola for wastewater improvements.

 

We are pleased to make this financial assistance available,” the Governor said. “These funds will help Leola make necessary improvements to an aging wastewater system.”

 

The project includes lining or replacing about 23,700 feet of sewer main and reconstructing a single-cell treatment facility into a three-cell system.

 

The estimated cost of the project is nearly $3.2 million.

 

The Clean Water State Revolving Fund Program provides low-interest loans for wastewater and storm sewer projects, and water-quality grants are funded from fees paid by the borrowers.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $125,000 grant to the Mansfield Water Users Association from the Consolidated Water Facilities Construction Program for WEB Water Development Association hookup fees.

 

“We are pleased to make this financial assistance available,” Gov. Daugaard said. “These funds will enable members of the Mansfield Water Users Association to have access to a safe and reliable water service.”

 

The hookup fees will provide for WEB refurbishment of Mansfield’s drinking water system by installing new water lines, valves, flush hydrants, and meter pits.  As a result of the project, Mansfield residents will be individual WEB customers.

 

The estimated cost of the project is $160,000.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $275,000 grant from the Consolidated Water Facilities Construction Program to Randall Resource, Conservation and Development District for a Lewis & Clark watershed restoration project.

 

“These funds will enable the Randall RC&D District to provide cost-share to construct several animal-waste-management systems for livestock-feeding operations in the watershed,” the Governor said.

 

The project seeks to improve the Lewis & Clark Watershed’s water quality and beneficial uses by targeting and reducing sources of fecal coliform bacteria and suspended solids.

 

The estimated cost of the project is $2.79 million.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $300,000 grant from the Solid Waste Management Program to South Eastern Council of Governments for a regional recycling and solid-waste revolving loan program.

 

“This grant will help expand the revolving loan fund for waste-management projects in six southeastern South Dakota counties,” said the Governor. “The funds will be used to make loans to businesses for eligible solid-waste and recycling activities in Clay, Lincoln, McCook, Minnehaha, Turner, and Union counties.”

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $4 million State Water Resources Management System grant for the Southern Black Hills Water System to continue the design and construction of the regional water system.

 

“Because of the cost and difficulty to access high-quality groundwater supplies in the southern Black Hills, the area needs a regional water system to supply a reliable source of safe drinking water for everyday living and continued economic growth,” the Governor said. “These funds will help keep this vital project moving forward.”

 

The funds will be used to cost-share additional work on a regional drinking water supply system that is being designed to serve rural users and communities in Custer County and portions of Pennington and Fall River counties.  Phase I construction activities were completed last year to provide water to rural users north of Hot Springs.

 

The new funding is for continued project development activities, engineering design, and Phase II construction. The second phase will provide water to about 300 rural users. It includes installing 65,000 feet of 12-inch transmission line, 88,000 feet of 4-inch to 8-inch main distribution line, 100,000 feet of smaller service lines, a 250,000-gallon storage reservoir, and two booster stations.

 

Gov. Daugaard recommended the funding to the 2012 Legislature. Lawmakers approved it by appropriating funds from the state Water and Environment Fund to the State Water Resources Management System through the Governor’s 2012 Omnibus Water Funding Bill.

 

The State Water Resources Management System provides grants and loans for large water projects that have been authorized by the Legislature. The grant and loan funds come from dedicated water funding that is deposited in the state Water and Environment Fund. The Legislature appropriates Water and Environment Funds annually to individual State Water Resources Management System projects through the annual Governor’s Omnibus Water Funding Bill.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $200,000 Water Quality grant for Watertown to convert a decommissioned water treatment plant near Lake Kampeska into a phosphorous-removal facility.

 

We are pleased to make this financial assistance available,” the Governor said. “These funds will help Watertown improve and modify an unused water treatment plant into a facility that will improve Lake Kampeska’s water quality.”

 

The project includes renovating a decommissioned water plant near Lake Kampeska to remove phosphorus from lake water. The lake receives excessive nutrients from runoff that result in excessive algae blooms. Removing phosphorus from the lake water will limit algae growth in the lake.

 

The estimated cost of the project is $250,000.

 

The Clean Water State Revolving Fund Program provides low-interest loans for wastewater and storm sewer projects, and water quality grants are funded from fees paid by the borrowers.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $1.465 million low-interest loan to Alpena from the Clean Water State Revolving Fund  for a wastewater treatment facility upgrade and expansion project.

 

“We are pleased to make this financial assistance available,” the Governor said. “These funds will help make necessary improvements to Alpena’s wastewater treatment system and allow Link Snacks, Inc., to expand its operation.”

 

The project involves construction of a third stabilization pond.  The additional pond is necessary to accommodate the wastewater flows resulting from increased production at the Link Snacks processing facility.

 

The estimated cost of the project is nearly $2 million. The loan terms are 3 percent interest for 20 years.

 

The Clean Water State Revolving Fund Program provides low-interest loans for wastewater and storm sewer projects.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved two low-interest loans totaling more than $1.2 million to Baltic for water and sewer reconstruction on Elm Avenue.

 

The $1,221,700 loan total includes a $457,000 loan from the Drinking Water State Revolving Fund and a $764,700 loan from the Clean Water State Revolving Fund.

 

“We are pleased to make this financial assistance available,” the Governor said. “These funds will help Baltic replace aging water and sewer lines that are in poor condition.”

 

The project involves repairing the sanitary sewer collection system and water lines on Elm Avenue, Jans Circle, Richards Circle, and Bonnies Circle. It will also install a storm sewer collection system for portions of Elm Avenue that currently do not have storm sewer collection.

 

The estimated cost of the project is $1,271,700. The loan terms are 3 percent interest for 20 years for the Drinking Water SRF loan and 3.25 percent for 30 years for the Clean Water SRF loan.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $1.7 million funding package to Beresford for drinking water and sewer projects.

 

The $1,705,830 in funding includes a $916,040 low-interest loan from the Drinking Water State Revolving Fund, with $458,020 in principal forgiveness. The loan is for water-main replacement and looping to complete a connection to the Lewis & Clark Regional Water System. It also includes a $789,790 loan from the Clean Water State Revolving Fund for sanitary sewer pipe replacement to be done in conjunction with the water-line project.

 

“We are pleased to make this financial assistance available,” the Governor said. “These funds will help Beresford make necessary improvements to connect to the Lewis and Clark system as well as replacement of aging drinking water and sanitary sewer lines.”

 

The drinking water project involves replacing water lines in poor condition in various areas of Beresford. It also provides for the installation of new water main to loop the system and connect to the Lewis & Clark Regional Water System on the south side of Beresford. The sewer project involves replacing the sanitary sewer collection system in areas where new water lines are being installed.

 

The funding package covers the entire estimated cost of the projects. The loan terms are 3 percent interest for 30 years for the Drinking Water SRF loan and 3.25 percent for 30 years for the Clean Water SRF loan.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $266,000 low-interest loan from the Clean Water State Revolving Fund to Fort Pierre for improvements to its wastewater treatment facility.

 

The loan amount includes $50,000 in principal forgiveness, which reduces the repayment amount to $216,000.

 

“We are pleased to make this financial assistance available,” the Governor said. “These funds will help Fort Pierre make necessary improvements to the city’s lagoons to increase capacity.”

 

The project involves increasing the berm height of city lagoons to provide additional capacity. Soil for the project was obtained from levees constructed during last year’s flooding along the Missouri River.

 

The loan covers the entire estimated cost of the project. The loan terms are 3.25 percent interest for 30 years.

“This loan will help Madison make necessary improvements to the city’s drinking water treatment plant to ensure high-quality drinking water is provided to city residents,” the Governor said.

 

The project involves converting to an ozone disinfection system at the city water treatment plant to reduce trichloroethylene, which has been detected in Madison water.  The project will also upgrade the city’s water treatment plant with a new ground storage reservoir, clear well, ammonia feed system, and make site piping and treatment plant modifications. The upgrades will improve storage capabilities and improve operation and maintenance of the city water system.

 

The loan will cover the entire estimated cost of the project. The loan terms are 3 percent interest for 15 years.

The $1,823,300 package includes a $750,000 loan for wastewater collection system improvements and a $1,073,300 loan for storm sewer improvements. Both loans are from the Clean Water State Revolving Fund.

 

“We are pleased to make this financial assistance available,” the Governor said. “These funds will help Philip make necessary improvements to the city’s wastewater collection system and storm sewer system.”

 

The wastewater project involves replacing 3,500 feet of 8-inch and 4-inch sanitary sewer pipe, nine manholes, and making street repairs. The storm drainage project involves installing 2,150 feet of 12-inch to 24-inch storm sewer pipe, eight storm sewer manholes, and erosion control measures to better manage storm water runoff.

 

The loans will cover the entire estimated cost of the projects. Both loans have terms of 3.25 percent interest for 30 years.

Rimrock Highland Estates will purchase a well, underground storage tanks, and the drinking water distribution system that is owned by Deep Water, LLC, and operated on a contract basis by Sage Waterworks.

The project involves constructing reed beds for sludge treatment. The city’s wastewater treatment was designed to include reed drying beds as part of the treatment process, but they were never built. This caused problems with the treatment process that resulted in several non-compliant discharges.

“These funds will help Centerville make necessary improvements to the city’s drinking water distribution and wastewater collection systems, so they can better serve the city’s needs and protect the environment,” the Governor said.

 

The drinking water project involves replacing existing water meters to allow the city to remotely read the meters. The upgrade will reduce operation and maintenance costs by saving time and travel to each site for meter readings. The new meters also provide advance warnings of potential water leaks in the drinking water distribution system. The total estimated cost of the water-meter replacement project is $116,685. The loan terms are 2.25 percent interest for 10 years.

 

The sanitary sewer project involves lining 22,600 feet of sewer main in areas of the city that have not previously had sanitary sewer lines upgraded. The total estimated cost of the sanitary sewer lining project is $744,472. The loan terms are 3.25 percent interest for 30 years.

“This loan will help Tri County Rural Water System install a new water tower that will improve drinking water capacity and pressure within the water system,” Gov. Daugaard said.

 

The project involves replacing a water storage standpipe with a 250,000-gallon, elevated water-storage tank. The additional water-storage capacity is needed in the system to address service areas with poor pressure.

“These funds will help Autumn Meadows Sanitary District purchase the district’s drinking water distribution system from a private owner and make necessary improvements to ensure the system provides high-quality drinking water to district residents,” the Governor said.

 

Improvements include installing a pressurized bag filter system for sand removal from the well supply, renovations to the well house, and installing a sump pump.

 

The Autumn Meadows Sanitary District serves 19 households and is located near Summerset.

The funding includes a $1.25 million grant and $1.25 million low-interest loan.

 

“These funds will help the Belle Fourche Irrigation District make necessary improvements to continue delivering water to nearly 500 irrigators who have been served by the district in Butte and Meade counties for more than a century,” the Governor said.

 

The project involves dredging sediment from the south canal intake, replacing Horse Creek and Indian Creek siphons, and replacing two control houses.

 

Gov. Daugaard recommended the funding to the 2012 Legislature. Lawmakers approved it by appropriating funds from the state Water and Environment Fund to the State Water Resources Management System through the Governor’s 2012 Omnibus Water Funding Bill.

The $2,195,256 in funding, includes a $1,574,248 Clean Water State Revolving Fund loan for sewer line replacement, with $356,500 of the loan in principal forgiveness; a $182,000 Drinking Water State Revolving Fund loan for water meter replacement; and a $439,008 Drinking Water State Revolving Fund loan for water main replacement.

 

“These funds will help Colman address problems to the city’s aging drinking water distribution and wastewater collection systems, making them better able to serve city needs and protect the environment,” the Governor said.

 

The sewer line project involves replacing older and substandard sanitary sewer lines. The lines are allowing excessive groundwater infiltration to the system, which causes overloading of the stabilization pond.  The total cost of the sewer line replacement project is $1,645,248. The loan terms are 3.25 percent interest for 30 years.

 

The water main project involves repairing and upgrading selective areas of the aged and deteriorating water distribution system. It will also extend various water mains to create a looped system to reduce stagnant water, reduce mineral build-up in pipes, and increase water service reliability. The total cost of the water main replacement project is $459,008. The loan terms are 3 percent interest for 30 years.

 

The water meter project involves replacing city meters that are nearing the end of their useful lives. The city will upgrade to a remote-read water meter system that includes remote meter reading and billing and the installation of backflow prevention devices. The total cost of the meter replacement project is $191,000. The loan terms are 2.25 percent interest for 10 years.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $1.05 million grant and loan package to Ethan for wastewater collection and treatment improvements.

 

The $1,050,000 in funding includes a $550,000 grant from the Consolidated Water Facilities Construction Program and a $500,000 low-interest loan from the Clean Water State Revolving Fund Program.

 

“These funds will help Ethan address wastewater issues the town is experiencing and avoid discharges to Ethan Lake,” the Governor said.

 

The project involves constructing an 8-inch-PVC force main to allow the existing wastewater treatment facility to discharge downstream of Ethan Lake when needed.  The project also includes replacing the existing pump station with an above-grade station.

 

The estimated total cost of the project is $1.1 million. The loan terms are 3.25 percent interest for 30 years.

The Legislature appropriates Water and Environment Funds annually to the Consolidated program through the Governor’s Omnibus Water Funding Bill. PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $973,464 grant and loan package for Hurley.

 

The package includes a $137,500 grant from the Consolidated Water Facilities Construction Program and a $835,964 low-interest loan from the Clean Water State Revolving Fund Program.

 

“These funds will help Hurley address problems the city is experiencing with its aging wastewater collection system,” the Governor said.

 

The project involves replacing or relining 8,000 feet of sewer main that is nearing the end of its useful life.

 

The estimated total cost of the project is nearly $1.3 million. The loan terms are 3.25 percent interest for 30 years.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $121,000 grant and loan package for Renner Sanitary District to make sewer repair and lift station improvements.

 

The funding package includes a $50,000 grant and $71,000 low-interest loan from the Consolidated Water Facilities Construction Program.

 

“These funds will help the Renner Sanitary District address excessive inflow to its sanitary sewer system, which occurs after substantial rains and when ground water levels are high,” the Governor said. “Addressing these issues should significantly reduce the amount the district pays to the city of Sioux Falls for wastewater treatment.”

 

The project involves repairing pipes and leaking manholes, raising one manhole to get it above the flood plain, and replacing five lift-station pumps.

 

The funding package will cover the entire estimated cost of the project. The loan terms are 2.25 percent interest for 10 years.

Gov. Daugaard Announces $2.2 Million for Vermillion Landfill Project

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a nearly $2.2 million grant and loan package for Vermillion to expand its regional landfill.

 

The $2,161,210 funding package includes a $522,210 grant from the Solid Waste Management Program and a $1,639,000 low-interest loan from the Clean Water State Revolving Fund Program.

 

“The regional landfill near Vermillion will soon reach capacity in its existing disposal cell,” the Governor said. “These funds will help Vermillion upgrade the regional landfill and provide capacity to continue to accept municipal waste.”

 

The project involves constructing a new six-acre, solid-waste disposal cell that will provide landfill capacity to accept solid waste through 2020. The expansion project also includes constructing a leachate collection system and a one-million-gallon leachate storage pond.

 

The estimated total cost of the project is nearly $2.4 million. The loan terms are 3.25 percent interest for 30 years.

 

The Solid Waste Management Program provides grants and loans for solid waste disposal, recycling, and waste tire projects. The Clean Water State Revolving Fund Program provides low-interest loans for wastewater, storm sewer projects, and nonpoint source projects which include certain activities at landfills.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $375,825 grant and loan package for Wall Lake Sanitary District to rehabilitate its wastewater treatment facility and make other improvements.

 

The funding includes a $240,825 Water Quality grant and a $135,000 low-interest loan from the Clean Water State Revolving Fund Program.

 

“These funds will help Wall Lake Sanitary District address seepage issues and increase the capacity of the district’s wastewater treatment system,” the Governor said.

 

The project involves relining two existing stabilization cells and replacing those wetland cells with a stabilization pond.  Additionally, 1,600 feet of force main will be replaced.

 

The estimated total cost of the project is $425,825. The loan terms are 3.25 percent interest for 30 years.

 

The Clean Water State Revolving Fund Program provides low-interest loans for wastewater and storm sewer projects, and water quality grants are funded from fees paid by the borrowers.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved an $811,059 funding package to Worthing for drinking water, sanitary sewer, and storm sewer improvements.

 

The funding includes a $301,227 Drinking Water State Revolving Fund loan for water line replacement, with $200,000 of that in principal forgiveness; and a $50,000 grant from the Consolidated Water Facilities Construction Program and a $459,832 Clean Water State Revolving Fund loan to replace sanitary sewer and install storm sewer lines.

 

“This loan will help Worthing make much-needed improvements to the city’s drinking water and sewer systems,” Gov. Daugaard said.

 

The drinking water project involves replacing 1,600 feet of 4-inch asbestos, cement pipe water mains with 6-inch PVC. The sanitary sewer project involves replacing 500 feet of clay pipe with PVC pipe, replacing manholes, and installing new sewer pipe to property lines. The project area includes portions of Second, Third, and Juniper streets.  It also involves installation of curb and gutter and associated storm sewer collection lines. 

 

The total cost of the drinking water improvements is $301,227; the sanitary and storm sewer improvements total $890,091. The terms for both loans are 3 percent interest for 20 years.

 

The Consolidated Water Facilities Construction Program provides grants and loans for water, wastewater, and watershed projects statewide. The Drinking Water State Revolving Fund Program provides low-interest loans for public drinking water system projects. One of the program requirements is that some of the funds be provided as a subsidy. Principal forgiveness is a subsidy option that results in a reduced loan repayment amount for the borrower. The Clean Water State Revolving Fund Program provides low-interest loans for wastewater and storm water projects.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $3.7 million grant and loan package for Yankton to make wastewater collection system improvements near East Highway 50.

 

The funding includes a $370,000 grant from the Consolidated Water Facilities Construction Program and a $3.33 million low-interest loan from the Clean Water State Revolving Fund Program.

 

“These funds will help Yankton make a necessary wastewater system improvement that will address aging infrastructure and prepare for future growth,” the Governor said.

 

The project involves constructing a new wastewater lift station near South Dakota Highway 50 on the east side of Yankton. The new lift station will replace two old lift stations that are deteriorating and undersized for future growth.

 

The estimated total cost of the project is nearly $3.72 million. The loan terms are 3 percent interest for 20 years.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $75,000 grant from the Consolidated Water Facilities Construction Program to the James River Water Development District for the Lower James River watershed project.

 

“This grant will enable the James River Water Development District to provide cost-share funds for construction of several animal-waste management systems at livestock feeding operations in the watershed,” the Governor said.

 

The project is the third phase of an effort to improve the James River’s water quality and beneficial uses by targeting and reducing sources of fecal coliform bacteria and suspended solids in the watershed.

 

The estimated cost of the project is $1.23 million.

DENR Submits Water Body Report to EPA by April 1 Deadline

PIERRE – The state Department of Environment and Natural Resources (DENR) has submitted its 2012 Integrated Report for Surface Water Quality Assessment to the U.S. Environmental Protection Agency (EPA). The biennial report, required under the federal Clean Water Act, was due to EPA by April 1.

 

The Integrated Report is used by the state to identify impaired water bodies in South Dakota. The department received seven comments from the general public and other interested parties prior to March 1. All of the comments received were incorporated into the final report prior to submitting it to EPA for review.

 

The Integrated Report contains an assessment of the surface water quality of South Dakota’s waters, a description of South Dakota’s water quality monitoring programs, pollutants causing impairments of the water bodies, and identification of waters targeted for total maximum daily load development. A total maximum daily load is a determination of the amount of pollution a waterbody can receive and still maintain water quality standards.

 

“Because this list drives state water quality programs, it was important that people in South Dakota saw the draft report and provided us comments before it was finalized and sent to EPA for approval,” said DENR Secretary Steve Pirner.

 

The 2012 report lists 155 waterbodies or waterbody segments needing a total maximum daily load. Of those listed, 92 (or 59%) are stream and river segments and 63 (or 41%) are lakes that occasionally violate water quality standards.

 

Since the last biennial report in 2010, 69 total maximum daily loads have been completed or determined to be unnecessary, 79 are in progress, and 84 are planned.

Free Training for Owners, Operators of Regulated Underground Storage Tanks

PIERRE – The Department of Environment and Natural Resources (DENR) has partnered with the South Dakota Petroleum and Propane Marketers Association to offer a second round of free training to help owners and operators of regulated underground storage tank systems comply with state and federal requirements.

 

The Energy Policy Act, which was passed by Congress in 2005, contains requirements for training owners and operators of regulated underground storage tanks.

 

Owners and operators will be trained to properly operate tank systems to prevent spills and releases to the environment, to minimize accidental releases through early detection, and to mitigate damage from a release with proper emergency response.

 

“DENR is happy to work with the Petroleum Marketers Association to offer a second round of storage tank training,” said DENR Secretary Steve Pirner. “Besides complying with the federal training requirements, this training will reduce the risk for storage tank owners and operators of having environmental problems in the future.” 

 

Free training was provided to 810 owners and operators during 33 training sessions in 2011. As a result, records show that 61 percent of the permitted storage tank facilities in the state are in compliance with the training requirements.  The federal deadline for all owners and operators to attend a training session is August 8, 2012.

 

To assist owners and operators in complying with these requirements, DENR is using the state Petroleum Release Compensation Fund to pay for the training through a contract with the Petroleum and Propane Marketers Association. Owners and operators must attend one of the 4-hour training sessions that will be held on specified dates during April 24 to August 3. Training will be conducted in Rapid City, Fort Pierre, Sioux Falls, Yankton, Aberdeen, and Watertown.
