PIERRE – The state Department of Environment and Natural Resources (DENR) is seeking public comments on the draft Integrated Report. Required under the federal Clean Water Act, this report is used by the state to identify impaired waterbodies in South Dakota. Public comments from the general public and other interested parties and organizations will be accepted through March 1, 2012. The draft 2012 Integrated Report contains an assessment of the surface water quality of South Dakota’s waters, a description of South Dakota’s water quality monitoring programs, pollutants causing impairments of the water bodies, and identification of waters targeted for total maximum daily load development. A total maximum daily load is a determination of the amount of pollution a waterbody can receive and still maintain water quality standards.
“Because this list drives state water quality programs, it is important that people in South Dakota see the draft report and provide us comments before it is finalized and sent to EPA for approval,” said DENR Secretary Steve Pirner.
The draft 2012 report lists 154 waterbodies or waterbody segments needing a total maximum daily load. Of those listed, 91 (or 59%) are stream and river segments and 63 (or 41%) are lakes that periodically exceed water quality standards.
Pollutant reductions to meet total maximum daily loads can be achieved through many different ways, depending on the type and source of pollutants. For example, if the pollutant comes from runoff, DENR can help local sponsors of water quality improvement projects seek cost share funding to help landowners install best management practices that will reduce the pollutant in runoff.
Since the last biennial report in 2010, 69 total maximum daily loads have been completed or determined to be unnecessary, 79 are in progress, and 84 are planned.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved nearly $2.5 million in grants and loans for drinking water, wastewater, and solid waste projects.
The board met Thursday via the Digital Dakota Network.
The $2,452,774 total includes two grants and one grant amendment totaling $881,050 and four loans totaling $1.57 million, with $82,685 of the loan total in principal forgiveness.
“Making grant and loan funds available for these projects will result in better drinking water, other improved utility services for residents and enhanced protection of the environment,” the Governor said.
The grants and loans awarded by the board are administered through the South Dakota Department of Environment and Natural Resources (DENR).
Grants were awarded to the following:
- SD Department of Game, Fish, and Parks, two grants totaling $781,050 for Sylvan Lake wastewater treatment facility
- South Eastern Council of Governments (SECOG), $100,000 grant amendment for a regional recycling and solid-waste revolving loan fund
Loans were awarded to the following:
- Britton, $1,042,034 for wastewater system improvements
- Spencer, $18,950 for wastewater system improvements
Loans with principal forgiveness were awarded to the following:
- Colton, $210,740 for water meter replacement, with $52,685 of that in principal forgiveness
- Dell Rapids, $300,000 for water meter replacement, with $30,000 of that in principal forgiveness
The grants, loans, and principal forgiveness were awarded from DENR’s Consolidated Water Facilities Construction Program, Clean Water and Drinking Water State Revolving Fund Programs, and Solid Waste Management Program.
The Consolidated Water Facilities Construction Program provides grants and loans for water, wastewater, and watershed projects statewide. The Clean Water State Revolving Fund Program provides low-interest loans for wastewater and storm water projects. The Drinking Water State Revolving Fund Program provides low-interest loans for public drinking water system projects. The Solid Waste Management Program provides grants and loans for solid-waste disposal, recycling, and waste-tire projects.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $210,740 low-interest loan from the Drinking Water State Revolving Fund for Colton to replace the city’s water meters.
The $210,740 loan amount includes $52,685 in principal forgiveness, which reduces the repayment amount to $158,055.
“This loan will help Colton purchase and install new water meters for the city’s drinking water system,” the Governor said. “The new meters will improve the system and benefit the community by providing more accurate readings of actual water usage.”
The project involves converting about 325 existing water meters in Colton to an automatic meter reading system, installing five new meters at currently unmetered locations, and purchasing the necessary computer system and software to monitor the new meters.
The total estimated cost of the project is $210,740. The loan terms are at 2.25 percent interest for 10 years.
The Drinking Water State Revolving Fund Program provides low-interest loans for public drinking water system projects. One of the program requirements is that some of the funds be provided as a subsidy. Principal forgiveness is a subsidy option that results in a reduced loan repayment amount for the borrower.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $300,000 low-interest loan from the Drinking Water State Revolving Fund to replace water meters in Dell Rapids.
The $300,000 loan amount includes $30,000 in principal forgiveness, which reduces the repayment amount to $270,000.
“This loan will help Dell Rapids purchase and install new city water meters that will benefit the community by providing more accurate readings of actual water usage.”
The project involves replacing about 650 water meters in Dell Rapids and installing remote transmitters on 500 existing meters.
The estimated cost of the project is $363,583. The loan terms are 2.25 percent interest for 10 years.

PIERRE, S.D. – Gov. Dennis Daugaard announced today that the state Board of Water and Natural Resources has approved a $1,042,034 low-interest loan from the Clean Water State Revolving Fund Program for Britton for improvements to the city’s wastewater treatment and collection system.
The project involves general improvements at one of the city’s lift stations and the wastewater treatment facility.
“These funds will help Britton address deficiencies within the city’s wastewater collection system and make modifications at the treatment facility to assure continued regulatory compliance,” the Governor said.
The estimated total cost of the project is $1,042,034. The loan terms will carry a 3 percent interest rate for 20 years.
The Clean Water State Revolving Fund Program provides low-interest loans for wastewater and storm sewer projects.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved a $781,050 grant package for the South Dakota Department of Game, Fish, and Parks to replace the wastewater treatment facility at Sylvan Lake.
The package includes a $281,050 grant from the Consolidated Water Facilities Construction Program and a $500,000 water quality grant from the Clean Water State Revolving Fund Program.
“These funds will help the state’s Game, Fish, and Parks Department address wastewater issues at one of the state’s most scenic areas,” the Governor said. “The Sylvan Lake complex, located in Custer State Park, has grown to include a lodge resort with 69 lodging units and cabins, a restaurant, convenience store and gift shop, campground, and employee dormitory.”
The project involves replacing Sylvan Lake’s wastewater treatment system with a system that will meet state surface-water discharge requirements and can be maintained more effectively and economically than the existing sand-filtration system.
The estimated cost of the project is $800,000.
The Consolidated Water Facilities Construction Program provides grants and loans for water, wastewater, and watershed projects statewide. The Legislature appropriates Water and Environment Funds annually to the Consolidated program through the Governor’s Omnibus Water Funding Bill. The Clean Water State Revolving Fund Program provides low-interest loans for wastewater and storm sewer projects, and water quality grants are funded from fees paid by the borrowers.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved an additional $18,950 low-interest loan to Spencer from the Consolidated Water Facilities Construction Program to complete a wastewater project.
The loan is in addition to a June 2010 loan of $230,156 for the project from Clean Water State Revolving Fund Program loan, which included $100,000 of principal forgiveness.
The project involved replacing more than 5,500 feet of four-inch and eight-inch sewer mains, replacing 10 manholes, and constructing a valve vault at the lift station. Some additional materials are needed to complete the construction project.
The loan terms are 3 percent interest for 20 years.
The Consolidated Water Facilities Construction Program provides grants and loans for water, wastewater, and watershed projects statewide. The Legislature appropriates Water and Environment Funds annually to the Consolidated program through the Governor’s Omnibus Water Funding Bill.

PIERRE, S.D. – Gov. Dennis Daugaard says the state Board of Water and Natural Resources has approved an additional $100,000 grant from the Solid Waste Management Program for the South Eastern Council of Governments to expand a regional recycling and solid-waste revolving loan program.
The grant brings the total to $700,000 awarded so far to the revolving loan program of the South Eastern Council of Governments.
Revolving loan funds provide low-interest loans to businesses for eligible solid-waste and recycling projects in Clay, Lincoln, McCook, Minnehaha, Turner, and Union counties in southeastern South Dakota.
The South Eastern Council of Governments secures funding to pass through to the South Eastern Development Foundation to a revolving loan program within its existing Economic Development Revolving Loan Fund.
The Solid Waste Management Program provides grants and loans for solid waste disposal, recycling, and waste tire projects statewide. Revenues come from dedicated state solid waste fees that are deposited in the state Water and Environment Fund. The Legislature appropriates Water and Environment Funds annually to the Solid Waste Management Program through the Governor’s Omnibus Water Funding Bill.
