General Permit, Discharge from Water Treatment and Distribution Activities

January 30, 2009, the department issued a notice to issue a Surface Water Discharge Permit for Water Treatment and Distribution Activities. The water treatment plant general permit is designed for drinking water systems which have discharges from normal operation of water treatment and distribution. This includes overflows from treatment and storage systems, filter backwash and settling basins, disinfection and flushing of potable water lines, storage system disinfection, and water line breaks and leak repairs. The department has since responded to comments received and has issued the permit. The response, permit, and statement of basis is available below. The permit became effective April 1, 2010.

The application form (Notice of Intent) must be completed and submitted to the department in order to apply for permit coverage. The form is available in printable form and a complete online and print form. If you have any questions, feel free to contact Nicole Van Dyke at 605-773-3351.
